1. Certification Overview
In Ecuador, cosmetics refer to any substance or mixture applied, either wholly or primarily, to the external surfaces of the human body (skin, hair system, nails, lips, external genitalia) or to teeth and oral mucosa for the purpose of cleansing, deodorizing, altering appearance, protection, maintaining good condition, or correcting body odor, in accordance with the common regulations of the Andean Community (CAN).
All cosmetics imported and distributed into Ecuador are controlled by the National Sanitary Supervision Agency (ARCSA, Agencia Nacional de Regulación, Control y Vigilancia Sanitaria), a regulatory agency under the Ministry of Public Health. ARCSA monitors the sanitary safety of cosmetics, medicines, and food distributed within the territory of Ecuador, and has the final authority to crack down on, recall, and take administrative action on products that violate sanitary regulations.
ARCSA operates a ‘Non-Sanitation Status (NSO)’ system for cosmetics, rather than a ‘prior authorization’ system. Overseas manufacturers submit ingredient labeling, Good Manufacturing Practice (GMP) certificates, and safety data through ARCSA’s online system; once documentation requirements are met, an NSO registration number is issued, enabling import customs clearance and sales.
To export products to Ecuador, foreign cosmetic manufacturers must designate a legally registered importer or legal representative in Ecuador. This representative must hold an import sanitary permit from ARCSA and must employ a local technical manager (usually a chemist or pharmacist) dedicated to product documentation review and quality control, thereby assuming joint legal responsibility for the safety of the products.
