1. Certification Overview
Cosmetics distributed in Vietnam must satisfy regulations on prohibited and content-restricted ingredients in accordance with the ASEAN Cosmetic Directive, and product information files must be created and stored.
Before launching cosmetic products in the Vietnamese market, you must register the products with the Drug Administration of Vietnam (DAV) under the Ministry of Health.
In Vietnam, cosmetics are defined as substances or preparations used for contact with external parts of the human body (skin, hair, fingernails, toenails, lips, and genitals) or with teeth and oral mucous membranes, intended for cleansing, aromatherapy, altering appearance, correcting body odor, or protecting or maintaining the body in good condition.
Cosmetic registration in Vietnam is conducted online, and only companies based in Vietnam can apply.

3. Registration Process
- Product classification according to Vietnam’s cosmetics management guidelines
- Selection of a person in charge in Vietnam
- Preparation of documents such as the Certificate of Free Sale, Manufacturer’s Power of Attorney, ingredient list, and product efficacy and effects, and product safety evaluation in accordance with the ASEAN Guidelines for Cosmetic Safety Assessment
- Product registration with the Vietnam Drug Administration (DAV)
- Notification of results and issuance of product registration number
4. Required Documents
- Cosmetics Report Form with Attached Disclosure Data (2 copies)
- A copy of the business registration certificate of the organization or individual responsible for launching the product into the market
- Original or valid certified copy of the Power of Attorney for the Vietnamese representative
- Certificate of Free Sale (CSF)
5. Expiration Period
- Expiration Period: 5years
